Newton Rings

I can't seem to get rid of these newton rings. I'm trying not to use scanning fluid because I don't want to break in the fumes. I get a headache from it. I'm using an expensive piece of anti-newton ring glass to hold the negative down but it doesn't seem to be helping. The negative won't lay flat enough without the piece of glass holding it down. I'm thinking of holding it down from the edges, maybe just taping it to the glass. It would be nice if there was a holder. I'm using the Epson V850 and find the holders that come with it to be very inadequate.
